Out of the three stages of the UPSC Civil Services/ IAS Exam, Prelims is the first stage. The Civil Services Prelims Exam is basically a qualifying Exam or a screening test. IAS Prelims Exam is meant for selection to Mains Exam. The marks obtained in the IAS Prelims Exam are not added or counted in the final list. The Final Merit List is formed on the basis of marks obtained in Civil Services Mains Examination (Written and Interview). Generally, in IAS Prelims Exam, the UPSC qualifies as many number of students as equal to 12-13 times the number of seats notified in the gazette for that particular year. For Example, if the total number of seats notified by the government for selection to Civil Services are 1000, UPSC shall qualify 12000-13000 students in the IAS Prelims Exam. However it's just a thumb rule. The number of students that qualify for the IAS Prelims Exam keep varying. There is no hard rule for the number of students that shall be qualified in UPSC Prelims Exam for a particular year.
