The Union Public Service Commission (UPSC) is India's premier central recruiting agency. UPSC is concerned with the recruitment to the All-India Services and Central Services-Group-A and Group-B and UPSC advises the government, when consulted, on promotion and disciplinary matters. Constitution visualizes UPSC to be 'watchdog of merit system' in India. UPSC is not concerned with the classification of Services, pay & service conditions, cadre management, training, and so on as these matters are handled by Ministry of Personnel. UPSC conducts 4 separate competitive examinations to recruit suitable candidates to different cadres of the Central Services Group-'A' including All India Services. As country's central recruitment agency, the Union Public Service Commission (UPSC) is authorized to conduct the coveted Civil Services Examination apart from other examinations like Engineering Services Examination, Combined Defence Services Examination, National Defence Academy Examination, Naval Academy Examination, Combined Medical Services Examination, Special Class Railway Apprentice, Indian Economic Service/ Indian Statistical Service Examination, Geologists' Examination, and Central Armed Police Forces (Assistant Commandant) Examination.
