Rehabilitation of Orphan and Destitute Children

Children rendered orphan or destitute in various communal, castes violence or climate related disaster in the countryfall within the category of“Children in need of care and protection” as described in the Juvenile Justice (Care and Protection of Children) Act, 2015. The primary responsibility of execution of the JJ Act, 2015lies with the State Governments. Ministry of Women and Child Development does not maintain specific details of such children.

The Ministry of Women and Child Development is implementinga centrally sponsored scheme i.e. “Child Protection Services” (CPS) (erstwhile Integrated Child Protection Scheme),for care, protection, rehabilitation and reintegration of children in difficult circumstances. Under CPS, financial assistance is provided to State Governments/UT Administrations, inter-alia, for undertaking a situational analysis of children in difficult circumstances, for setting up and maintenance of various types of Child Care Institutions (CCIs) for providing various rehabilitative services through institutional and non-institutional care. The Juvenile Justice (Care and Protection of Children) Model Rules, 2016 framed under JJ Act, inter-alia specify standards for physical infrastructure, clothing, bedding, nutrition & diet, as well as rehabilitation measures such as education, vocational training, counselling, etc.The details of “Children in need of care and protection” who have beenbenefited under CPS during 2018-19 is Annexed.

This scheme does not provide for any component of foreign assistance.
