Formulation of proposals, construction, post-construction management of the fishing harbours are done by the concerned State Governments /Union Territories(UTs) and in some cases by the Port Trusts. To seek the central financial assistance under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the concerned State Governments/UTs/ Port Trusts are required to complete all pre- implementation activities such as (i) identification and selection of suitable site, (ii) completion of necessary engineering and socio-economic investigations and surveys, (iii) planning and designing of fishing harbour facilities, (iv) hydraulic model studies wherever required, (v) environmental impact studies, (vi) acquisition of necessary land and (vii) formulate of the Detailed Project Reports (DPRs). The concerned State Government/Port Trust is required to submit the DPR along with confirmation of availability of land, environmental clearance and willingness to meet their financial share for construction of new fishing harbours and also expansion of the existing fishing harbours for central financial assistance under PMMSY.
The Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries through its institute namely Central Institute of Coastal Engineering for Fishery(CICEF), Bengaluru also assists the State Governments/UTs/ Port Trusts in conducting necessary surveys to assess the infrastructure gaps in the existing fishing harbours, conducting required engineering & economic investigation and formulation of proposals for construction of new fishing harbour facilities. Details of the fishing harbour proposals submitted under Fisheries and Aquaculture Infrastructure Development Fund (FIDF) are furnished at Annexure-I. In addition, the Union Government in its Budget 2021-22 has announced development of 5 major fishing harbours namely Kochi, Chennai, Visakhapatnam, Paradip and Petuaghat as hubs of economic activities.
